The administrator for any .DE domain needs to be located inside Germany. During the registration procedure you'll be asked to provide the name, address and contact details for a German contact. These details will be used to complete the registration of your domain. If you select to use the agency service then a German agent will be listed as the Administrative contact for your .DE domain. You'll still be listed as the registrant/owner.
