Aggregate tax burdens—that is, taxes of all sorts as a proportion of gross domestic product (GDP)—vary considerably from country to country. (GDP may be defined as the sum of compensation paid to labour and investment income paid to resident and non-resident owners of capital.) In general, countries with highly developed social support services have high ratios of taxes to GDP, because they must levy taxes to pay for these services. Poor and developing countries have low ratios, since average incomes are low and administrative systems are underdeveloped, making it difficult to raise substantial tax revenue. However, some of the variation in tax burdens among countries also reflects national choices.
The simple ratio of taxes to GDP does not tell the whole story, and does not necessarily reveal which country has high tax burdens. One country may choose to pay for the health, welfare, and pension costs for its citizens through state programs and to impose taxes to cover the costs. Another country may ask citizens to pay for most of these costs themselves and have lower tax rates as a consequence. There are differences in these approaches: the citizens of the second country have far more flexibility in “purchasing” social benefits, and the distribution of the burden of these costs by income level probably differs substantially. However, the net difference in tax burdens (that is, tax as a percentage of GDP) for the two countries does not recognize the differences in state-provided benefits.

Nepal Electricity Authority (NEA) to reduce loadshedding by 1 hour

Pace of post-quake reconstruction too slow, say German MPs

 A visiting German parliamentary delegation has expressed serious concern over the delay in executing post-earthquake reconstruction and recovery works in Nepal. An eight-member team led by Chairperson of the Committee on Economic Cooperation and Development of Bundestag, Dagmar Wöhrl, said a debate was being held on Nepal’s post-quake reconstruction works in the German parliament during the first anniversary of April 25 earthquake. “On the first anniversary of the devastating earthquake, we are going to discuss in Bundestag what have been achieved so far and what things remained to be done towards restoring life of people as well as destroyed infrastructures,” Wöhrl said during a press conference at the end of her five-day visit today.

“We are also going to discuss where the German taxpayers’ money are being used or not used,” she said, while encouraging the government to ‘spend well’ the support pledged by the German government, which has committed 30 million euros grant assistance for the reconstruction of primary health facilities and district hospitals as well as the rehabilitation of local infrastructure and energy supply. Wöhrl also pointed out that “spending merely 13 per cent of foreign support is not simply enough”. She also emphasised the need for early local elections so as to carry out post-disaster recovery efforts from the grassroots level.

 The Central Investigation Bureau of Nepal Police has appealed to all users of social networking site, especially Facebook, to be cautious when posting personal information on the internet. The warning of the supreme investigating agency of the law enforcement agency comes in the wake of growing incidents of fraudulent and other criminal activities involving social media. A 20-year-old woman, who was killed after being thrown off the sixth floor of an apartment building in Lazimpat by a criminal gang on February 20, had met the murder suspects via Facebook. SP Tarini Prasad Lamsal warned that cybercriminals could spread malicious links to many people and cheat them with a phoney account showing themselves as genuine and moneyed persons. Police arrested Bishnu Kumar Tamang aka Amit and Jivan (27) of Nuwakot for swindling over a dozen women of more than Rs 10 million collectively with the promise of marrying or taking them to America posing as US Army officers. The Metropolitan Police Range, Kathmandu nabbed Tamang from Samakhusi after it received complaints against him. “Facebook and other social networking sites are an easy way for frauds and scammers to reach networks of people. You should not accept the friend request of a person who you do not recognise,” suggested SP Lamsal.@thehimalayantimes

Dhital petrol station sealed for smuggling diesel

Biratnagar-based Dhital petrol station in Morang was sealed on Monday evening after it was affirmed it was found involved in smuggling diesel. A joint team from the Commerce Office, the District Administration Office and the District Police Office led by Regional office of Standard and Metrology Department in Biratnagar sealed the station. According to the team, the station was found to be smuggling diesel and selling it in various eastern districts at comparatively higher rate. Police have arrested five persons including three employees of the station while they were smuggling diesel from the station. Police also confiscated a tanker used for the smuggling. Police said that they will file a case against the guilty after necessary investigation. However, the station owner Manish Maru is at large. Police said that a special team of police has been mobilised to search for Maru.

As well as tigers, there are also healthy populations of wild elephants and one-horned rhinos among the 30 species of mammals living here. The rhinos were re-introduced from Chitwan starting in 1986 in a bid to extend their range to help conserve the species. Unfortunately the early progress was all but lost when poachers took advantage of the insurgency and the population was decimated. Mountain lakes are known to geographers as tarns if they are caused by glacial activity. Tarns are found mostly in the upper reaches of the Himalaya, above 5,500 metres (18,000 ft).

 Tilicho Lake is the destination of one of the most popular side hikes of the Annapurna Circuit trek. The hike takes additional 3–4 days. No camping is required, as new lodges have been built between Manang and the lake. Final approach to the lake is done in a day hike from the lodge at Tilicho Base Camp.

Trekkers attempting the Annapurna Circuit route usually cross the watershed between Manang and Kali Gandaki valleys over the 5416 meters high Thorong La pass. The alternate route skirting Tilicho Lake from the north has been gaining popularity. This route is more demanding and requires at least one night of camping. There are no teahouses or lodges past the Tilicho Base Camp lodge some kilometers east of the lake and the next village of Thini Gaon in the Kali Gandaki valley. Most groups spend two nights between these places. There are two passes leading to Thini Gaon and Jomsom; Mesokanto La and Tilicho North pass known also as Tilicho "Tourist pass". These routes via Tilicho Lake are more often closed by snow than the higher Thorong La.

It was also the site of one of the highest ever altitude scuba dives. A Russian diving team consisting of Andrei Andryushin, Denis Bakin and Maxim Gresko conducted a scuba dive in the lake in 2000.

Two aspiring doctors on charge of using fake degrees

 Police on Saturday arrested two aspiring doctors on charge of using fake academic credentials to obtain the doctor’s licences. Under its Operation Quack, the Central Investigation Bureau of Nepal Police today arrested Rajeev Kumar Jha and Prithvi Narayan Yadav while they were taking the examination for the doctor’s licence being conducted by the Nepal Medical Council. Police said Jha (31), a permanent resident of Matsari-5 of Rautahat district had submitted a certificate of the Intermediate level with the false scores from the Bihar Intermediate Education Council in order to pursue the MBBS degree from China. After completing the MBBS course, he had done internship at a Nepali health facility also. He, however, had failed the NMC licence test for 12 times, according to police. In another case, Yadav (29) from Bahuari-4 of Bara district, also acquired a certificate with fake scores from the same institution in the same year (2006) and did MBBS from China. He had failed the NMC licence test 13 times.

Police said both of them had added some marks on their actual scores either to show they had passed the Intermediate exams or to improve their grades. The CIB had launched the Operation Watch few months ago in collaboration with the NMC and Higher Secondary Education Board in a bid to rid the medical sector of fake doctors. Police said the arrestees would be charged under the Nepal Medical Council Act, 1964.

 The Kathmandu Metropolitan City seized over 500 kg of rotten meat from fresh houses in Sundhara on Tuesday. The inspection team had raided fresh houses run by Salam Ansari and Sakim Ansari at Sundhara ward no 22 and tested the samples. Out of five meat shops run by the Ansaris, three were found selling inedible meat. KMC has started inspection of meat shops and eateries from Monday onwards. The inspection team had probed 10 meat shops and six fish shops today. Kathmandu has around 2,500 meat shops and around 1,000 fish shops, and 90 percent of shop owners have been selling the meat and fish items without basic hygiene.

Also, comprehensive eye care services is needed to check the rapid increase in high myopes, along with the development of treatments to control the progression of myopia and prevent people from becoming highly myopic, the researchers suggested in the study published in the journal Ophthalmology revealed.

“We also need to ensure our children receive a regular eye examination from an optometrist or ophthalmologist, preferably each year, so that preventative strategies can be employed if they are at risk,” said Kovin Naidoo, a professor at the University of New South Wales in Australia.

As a broad generalization, government expenditures and aggregate taxes have been rising fairly steadily in almost all developed countries for upward of three centuries.
